[Clfs-support] multilib coreutils needs same touch command as 32bit coreutils

The build of coreutils in multi-lib fails.   The fix (a touch command)
appears to already be in the 32 bit build but just needs to be propagated to
multilib.   A book patch is attached.

Is this the correct fix?
