I know Systemd 214 reverted that from 213. I have a ticket mentioning the
flock issue. I don't know if you keep track of our tickets or not:

I was thinking of adding a patch to our current Systemd 213 as it was
reverted in Systemd 214 release in the Announce changes.

I haven't been snagged by the issue with Systemd 213, yet. So don't know
what exactly causes it.
