It'll run src/bison which is built for the target to generate  
bison.help:

cp -v Makefile.in{,.orig}
sed '/bison.help:/s/^/# /' Makefile.in.orig > Makefile.in

Proposing that change and updating to Bison 3.0 if all is well.
