The reason xz utils gets moved to /bin, is because the kernel and other programs can accept compressed files from .xz or .lzma which xz-utils supports. The unpacking is no different from any other archive tar xvf filename.tar.xz or tar xvf filename.tar.lzma as long as the new_compressors patch is applied to tar.
