I don't think it was sending emails about new tickets since a while, 
even before I upgraded it, when we got a dozen spam tickets in trac a 
day, it never emailed them to the list to my knowledge.  Your comment 
here made it to the list so that seems to be working at least.

Do we want new tickets emailed?  That is probably a configuration issue 
we can tackle.
