[Clfs-support] Cannot lock locale archive in CLFS x86_64 Multilib

Hello,

I'm building a CLFS x86_64 Multilib system on an Athlon64 and I just
finished installing Glibc 64 bit libraries. Whenever I run localedef, I
get the following error:

cannot lock locale archive "/usr/lib64/locale/locale-archive":
Permission denied

I have Linux Headers 4.17, Binutils 2.30, GCC 8.1.0, and Glibc 2.27.

Any help will be appreciated.
