yes for gcc-4.7 and later you need this to enable gcc to find the 
correct header files for the build,

the line to alter the standard include location

echo -en '#undef STANDARD_INCLUDE_DIR\n#define STANDARD_INCLUDE_DIR "/tools/include/"\n\n' >> gcc/config/linux.h

then becomes redundant

--disable-cloog-version-check --enable-checking=release 
--enable-libstdcxx-time
