[Clfs-support] Build Error for GCC-4.8.1 (chpt 6.9 )

This makes sense as the issue I was looking up for people  
bootstrapping against a debian system, they had to install the mpc-dev  
headers... since my hosts have those already, I didn't see it when  
using my LFS dev system to build ppc64 multilib. I'm going to go  
through it again and look at this.
