[Clfs-support] SVN multilib, 5.13 Cross Binutils-2.20.1

This is right. The comments say that it keeps the compilation of binutils from using libraries on the host platform. I think it 
may also have an effect later when you migrate to the target platform, and use /tools as an intermediate step.
