The problem is that the binaries / libraries in /tools cant be trusted
to run on the host system. The configure script for cloog-ppl clearly
wasn't designed with cross-compiling in mind. If you were compiling
natively on the same system, this would not be an issue.

I'll get that sed added to the book probably over the weekend.
