[Clfs-support] Problem with LILO installing on pure 64 bit

I'm trying to crosscompile pure 64 bit CLFS on x86 machine. I have
successfully making it until chapter 7.20 Making system bootable.
When I try to use command:
/tools/bin/lilo.static -v -C ${CLFS}/etc/lilo.conf
I have next error message:
bash: /tools/bin/lilo.static: cannot execute binary file

What I do wrong?
